Bengaluru UPOR Project: Digitising Properties and Streamlining Land Records
Imagine being part of the Bengaluru UPOR project, which registers your property with a unique identity. A digital record, and a smart card that can unlock all its details. Sounds futuristic, right? Well, no worries it is coming soon. The Bengaluru UPOR project is making this possible for you. The Karnataka government has announced that as part of the Urban Property Ownership Records (UPOR) project. All properties in Bengaluru will be digitised and given definite identities by it.
The Deputy Chief Minister and Bengaluru Development Minister, D K Shivakumar, made this announcement on Monday. After a meeting with residents’ welfare associations (RWAs) in the city. He is says that the digitisation of properties would be done in collaboration. It will be the Bruhat Bengaluru Mahanagara Palike (BBMP) and the Bangalore Development Authority (BDA) working together. The two civic bodies responsible for maintaining the property records in the city.
The digitisation process will involve capturing the images of each property using drones. Verifying the ownership details with the documents uploaded by the owners on the UPOR website. Issuing a digitised and geo-referenced property card containing all property-related information. The property card will also have a QR code to scan to access the property information online.
The UPOR project, launched in 2018, aims to develop a comprehensive, government-issued certification of property ownership in urban areas. The project is expecting to bring transparency and efficiency in property transactions, reduce disputes and litigation. Additionally facilitate easy access to loans and other benefits from banks, and enable automatic mutations after the sale. The project also seeks to create a digital wallet with a smart card and key for storing property records. It will be launching soon by the Centre for innovative governance (CSG), a wholly-owned subsidiary of the Karnataka government.
Shivakumar said that the UPOR project is a legal mandate under the Karnataka Land Revenue Act 1964. The state cabinet has approved it for Bengaluru and the rest of the state. He said that he had completed the project in four wards of Bengaluru and was working on three more neighbourhoods. Additionally he also said that he would distribute one lakh property cards to the owners every month.

Shivakumar also said that tax defaulters in the city. It would be reining in and that he has instructed the BBMP and BDA officials to take strict action against them. Finally, he said he would review the progress of the UPOR project and the tax collection every month.
The UPOR project is expected to benefit lakhs of property owners in Bengaluru who are facing various land records and property transaction issues. The project hopes to boost the revenue of the state government and the civic bodies. Ensuring proper documentation and taxation of properties to be important. Furthermore, the Department of Survey, Settlement and Land Records, headed by Munish Moudgil, the commissioner, implements the project.
